High-risk enterprises mainly include those that have received a higher level of administrative punishment in the past five years, have been listed in the enterprise credit "blacklist", have failed to pay enough fines for more than three years, belong to the trust-breaking person who has been executed for more than three years, and have been found to have other serious breaches of trust。

We will implement moderately relaxed supervision over enterprises without risks for the time being, simplify supervision methods and procedures, and appropriately reduce the proportion and frequency of "double random and one open" spot checks, so as to minimize the impact on normal production and business activities of enterprises。To maintain the normal frequency of supervision for low-risk enterprises and implement routine supervision。For medium-risk enterprises, they are listed as key monitoring objects and key targets for special rectification, regular and irregular big data monitoring is carried out, and the proportion and frequency of "double random and one public" spot checks are correspondingly increased。High-risk enterprises are listed as key targets for monitoring and rectification, the frequency of supervision is greatly increased, strict management and heavy penalties are implemented, and entry is restricted or prohibited in accordance with the law in the process of registration and administrative licensing。
